The Ministry of Labour and Employment has identified nine key labour reforms within the existing Acts and is nudging states to implement those ahead of the impending rollout of the Labour Codes.
These include enhancing the quarterly limit on overtime work hours to 125 hours from 75 hours under the Factories Act, 1948; increasing the threshold of workers from 100 to 300 for closure of establishments without any permission under the Industrial Disputes Act, 1947 and allowing women to work on night shifts under the Factories Act and the Shops and Establishments Act.
Labour and employment minister Mansukh Mandaviya recently chaired a meeting with the labour ministers and secretaries of all
states and union territories (UTs), where he urged them to expedite these labour reforms. A review meeting is expected to happen every
month to assess the progress and provide guidance to states across the identified reforms, a senior government official told ET.
The move, triggered by states like Gujarat, UP, Madhya Pradesh, Haryana, Goa and some others that have taken a lead in rolling out big-ticket reforms, is aimed at making all states competitive to attract investments and enhancing the ease of doing business across India.
